Fujairah lies outside the Strait of Hormuz, on the Gulf of Oman. It sold 7.27 million tonnes of bunkers in 2025, including 4.68 million of VLSFO and 2.20 million of HSFO. In March 2026, after Iranian strikes and a fire at the Fujairah Oil Industry Zone, many suppliers paused deliveries.

A Reuters report on S&P Global's FOIZ data puts September 2026 sales at 236,735 m³, about 5% up on the month but far below pre-war levels. The port's rules are gathered in Version 6 of Notice to Mariners No. 148, dated January 2021.

Bunkering Process in Fujairah

  1. Security and Supply

First confirm the current regional position, war-risk cover and supply with your agent and insurer.

  2. Ship Position

Vessel name, IMO, ETA, grades and quantities. State at the start whether the ship will be at the oil terminal or at anchor.

  3. Barge Delivery

  4. Documents

Hydrocarbon documents are attested only for companies holding valid Fujairah bunkering licences. On board, the BDN is kept for three years and the sample for at least 12 months.

Bunkering Requirements in Fujairah

Rules change. Confirm current practice with the port agent.

  • Scrubbers

NTM 148 strictly prohibits open-loop washwater discharge in the port and the FOAA. Sludge and waste stay on board for shore reception.

  • Barge Conditions

Bunker barges must be double hull, at most 30 years old, and no longer than 90 m.

  • Disputes

A registered barge in dispute may not deliver to any vessel at the anchorage until the dispute is cleared.
