Bunkering in Aliağa

Aliağa, north of Izmir, is the industrial port of the Aegean coast. The Tüpraş Izmir and STAR refineries are in the area. The jetties of Nemrut Bay handle crude oil, oil products, LPG, scrap and steel cargoes. Aliağa is also known for its ship recycling yards.

Unlike the Marmara, Aliağa is inside the Mediterranean ECA, so ships arrive on 0.10% fuel. We run stems for tankers and bulk carriers calling the area, during cargo operations or before departure, from our Istanbul office.

How bunkering works in Aliağa

  1. Enquiry

State whether it is Aliağa, Nemrut Bay or another berth in the Izmir region. One supplier announced barge and truck delivery on this coast in 2018; what is available today is settled in the offer, by location.

  2. Choosing the grade

The ship is inside the ECA. Without a scrubber, the order states grade and sulphur together, for example DMA, max 0.10% S, ISO 8217:2024. If the ship then sails north, plan the Marmara leg as well.

  3. Delivery

At refinery and tanker jetties, bunkering follows the jetty's safety rules. Permission for simultaneous cargo work and the delivery time are arranged through the agent.

  4. Documents

When delivery ends the supplier issues the BDN, which the ship keeps for three years. The MARPOL sample is sealed in front of the ship and supplier representatives and stays on board for at least 12 months.

Requirements for bunkering in Aliağa

Rules change. Confirm current practice with the port agent.

  • Sulphur limit

The port is inside the Mediterranean ECA, so since 1 May 2025 the limit is 0.10% under way and in port. A ship without a scrubber cannot burn 0.50% VLSFO in these waters and orders accordingly.

  • Licensed supplier and customs

Fuel delivery to ships is called ihrakiye in Turkish law. Under Trade Ministry circular 2024/3 the supplier must hold the relevant EPDK licence, and a request for a foreign-flag ship declares the vessel's fuel capacity.

  • Scrubbers

Scrubber washwater discharge in Turkish waters is subject to fines, as the American Club's 2026 table states.

  • Bunkers on board

Customs may compare fuel on board with the arrival declaration. A local alert from 2020 reports that quantities above the declaration can be treated as smuggling and discharged. Check the ROB figure before declaring.

  • FONAR

If compliant fuel cannot be found, MARPOL Regulation 18 allows a fuel oil non-availability report. It is not an exemption, and cost is not an accepted reason (REMPEC).

  • Approved locations and insurance

Ports Regulation Article 34: fuel supply is only allowed at quays, jetties and anchorages the harbour master approves, and may be restricted for weather and sea conditions. The supplying vessel must carry pollution liability insurance. A bunker tanker needs permission to berth at a coastal facility (Article 35).

Aliağa bunker supply: common questions

Can a ship buy VLSFO at Aliağa?

Buying and burning are separate questions. A ship without a scrubber cannot burn 0.50% fuel in the Mediterranean ECA.

Are Aliağa and Nemrut the same place?

Nemrut Bay is within the Aliağa area, but the jetties differ. A quote needs the exact berth.

What is the limit at berth?

0.10%. The ECA already sets this, and Türkiye's at-berth rule is the same.
