Bunkering in Izmir

Alsancak is the city port inside Izmir Bay. The Izmir port authority area handled 234,259 TEU in 2025 (TÜRKLİM), against 679,905 in 2016. 2024 saw 66 cruise calls and 171,614 passengers, and ro-ro lines run to Sète and Constanța. A February 2026 report said the Türkiye Wealth Fund was giving operation of the cargo port to Alport, with handover expected within months.

Tanker and refinery traffic gathers at Aliağa and Nemrut to the north, which have their own page. The two mean different bunkering set-ups, so the enquiry states clearly which is meant.

Bunkering Process in Izmir

  1. Which Area

State Alsancak or Aliağa, then add ship type, ETA, grades and quantities.

  2. Grade

Izmir is inside the ECA. A ship without a scrubber needs 0.10% fuel, and the order states grade and sulphur together.

  3. Delivery

The place must be a quay or anchorage the harbour master approves. On a passenger ship, the time follows the cruise schedule.

  4. Documents

On a short-stay passenger ship, the BDN and sample are signed before departure. The BDN stays on board for three years.

Bunkering Requirements in Izmir

Rules change. Confirm current practice with the port agent.

  • Sulphur Limit

The Aegean is in the Mediterranean ECA, with a 0.10% limit since 1 May 2025.

  • Operator

Operation of the cargo port is passing to Alport. Your agent gives the current contact for berthing and bunkering permission.

  • Rules Across Türkiye

Fuel delivery to ships is called ihrakiye in Turkish law, and Trade Ministry circular 2024/3 requires the supplier to hold the relevant EPDK licence. Article 34 of the Ports Regulation limits bunkering to quays, jetties and anchorages the harbour master approves, and requires the supplying vessel to carry pollution liability insurance. Customs may compare fuel on board with the arrival declaration; a local agent's alert says any excess can be treated as smuggling and taken ashore. On scrubbers, a 2020 letter from the Maritime Directorate says there is no general ban on washwater discharge but sludge may not go into the sea. The American Club's summary of the 2026 fine tariff lists "foam scrubber system wash water" among fined wastes, so ask your agent before discharging.
