Bunker Supplier in Izmit Bay

Bunkering in Izmit Bay depends on the type of jetty: ship-to-ship supply is not allowed during cargo work at an oil jetty, and ships at anchor are served by barge.

Bunkering in Izmit Bay

Izmit Bay is a narrow inlet at the eastern end of the Marmara, with jetties along both shores. TÜRKLİM data put the Kocaeli port authority area second in Türkiye in 2025 by both tonnage (83.9 million tonnes) and containers (2.5 million TEU). The Tüpraş Izmit refinery, petrochemical jetties, car ports and container terminals all work the same water.

A ship entering the bay first passes under the Osman Gazi Bridge. Article 42 of the Ports Regulation bans ships with an air draft of 60 m or more, and leaves 56 to 60 m to procedures set by the Administration. Local traffic also stops when visibility falls to 500 m, which can move a delivery time.

Bunkering Process in Izmit Bay

  1. Jetty Name

The bay has dozens of private jetties, so "Izmit" alone is not enough. Give the exact jetty or anchorage, the length of cargo operations and the ETA.

  2. Order at Tanker Jetties

At facilities handling oil and harmful substances, ship-to-ship bunkering is not allowed during cargo operations. If the facility agrees, the harbour master may permit it before or after cargo work; if cargo stops, the connections are removed.

  3. Delivery

At other jetties the method depends on the facility, and ships at anchor are served by barge.

  4. Documents

The BDN stays on board for three years and the sample is kept until the fuel is used and for at least 12 months.

Bunkering Requirements in Izmit Bay

Rules change. Confirm current practice with the port agent.

  • Sulphur Limit

The bay is outside the ECA, but a ship at a jetty or at anchor over two hours uses 0.10% fuel. A first delivery of 0.10% ULSFO as bunkers in Türkiye was announced in May 2025.

  • Pollution Fines

Izmit Bay is among the waters where fines are doubled in the 2026 tariff.

  • Rules Across Türkiye

Fuel delivery to ships is called ihrakiye in Turkish law, and Trade Ministry circular 2024/3 requires the supplier to hold the relevant EPDK licence. Article 34 of the Ports Regulation limits bunkering to quays, jetties and anchorages the harbour master approves, and requires the supplying vessel to carry pollution liability insurance. Customs may compare fuel on board with the arrival declaration; a local agent's alert says any excess can be treated as smuggling and taken ashore. On scrubbers, a 2020 letter from the Maritime Directorate says there is no general ban on washwater discharge but sludge may not go into the sea. The American Club's summary of the 2026 fine tariff lists "foam scrubber system wash water" among fined wastes, so ask your agent before discharging.

Izmit Bay Bunker Supply: Common Questions

Is Izmit Bay inside the Mediterranean ECA?

No. The ECA ends at the southern mouth of the Dardanelles. Türkiye's regulation still requires 0.10% at berth and at anchor over two hours.

Can a ship bunker while working cargo at a tanker jetty?

Ship-to-ship bunkering is not allowed during cargo operations (Ports Regulation, Article 34). If the facility agrees, the harbour master may permit it before or after cargo work, or once cargo has stopped and connections are removed.

Which ships can pass under the Osman Gazi Bridge?

Ships with an air draft under 60 m. Between 56 and 60 m, procedures set by the Administration apply.
