Bunkering in Samsun

The Samsun port authority area handled 12.5 million tonnes and 76,789 TEU in 2025 (TÜRKLİM). Samsunport presents it on its own page as Türkiye's biggest Black Sea port and its only one with a rail link. Ro-ro traffic is significant: 44,765 vehicles on the Tuapse line and 26,420 on the Novorossiysk line in 2024.

The operator lists road tanker fuel supply among its ship services, and provides pilotage and towage itself around the clock. Road tanker delivery limits quantity and receiving rate, so for large quantities another bunkering point on the route is worth considering.

Bunkering Process in Samsun

  1. Berth and Quantity

Berth number, ETA, grades and quantities. With truck delivery, quantity and hourly receiving rate are decisive.

  2. Next Port

If the next port is south of the Dardanelles, plan 0.10% stock for the ECA too.

  3. Delivery

The operator lists road tanker supply. The grade and whether delivery at anchor is possible are stated in the offer.

  4. Documents

Road tanker deliveries also come with a BDN and a MARPOL sample. The periods are the same: three years and at least 12 months.

Bunkering Requirements in Samsun

Rules change. Confirm current practice with the port agent.

  • Sulphur Limit

The Black Sea is outside the ECA, so 0.50% applies under way. Türkiye's regulation applies 0.10% at berth and at anchor over two hours.

  • Rules Across Türkiye

Fuel delivery to ships is called ihrakiye in Turkish law, and Trade Ministry circular 2024/3 requires the supplier to hold the relevant EPDK licence. Article 34 of the Ports Regulation limits bunkering to quays, jetties and anchorages the harbour master approves, and requires the supplying vessel to carry pollution liability insurance. Customs may compare fuel on board with the arrival declaration; a local agent's alert says any excess can be treated as smuggling and taken ashore. On scrubbers, a 2020 letter from the Maritime Directorate says there is no general ban on washwater discharge but sludge may not go into the sea. The American Club's summary of the 2026 fine tariff lists "foam scrubber system wash water" among fined wastes, so ask your agent before discharging.
